    Thanks for the feedback. install-info from CVS worked for me. I got the
    header in english, though.

    "This is the file .../info/dir, which contains the
    topmost node of the Info hierarchy, called (dir)Top..." etc.

Perhaps the translation of that string has simply not been made.  It's
marked as translatable in the source.
