txicodequote* and @samp

Regarding the settings:
@set txicodequoteundirected
@set txicodequotebacktick

The manual states:
  "These settings affect @code, @example, and @verbatim;
  they do not affect @samp."

Is there a good reason that @samp ignores these settings?
It seems to me that undirected quotes should be allowed in a
@samp block.  If there's no objection to doing so, I'd
prefer this to be changed.
