I think it would be very helpful to also support
--set-init-variable VAR=VALUE
so as not to require quoting a space, which is always a hassle.
(And of course --set-init-variable=VAR=VALUE should work too, but I
assume that happens as a matter of course, at least in makeinfo mode.)

    also how you would document them in --help?

What you wrote looks fine for a start.  Feel free to commit, I'll
review/tweak as usual.
