I think it's better to have them all in the function index.  (I also
think it's better to merge all the indexes so there's only one place to
look in the end, as you know.  And I know you feel differently. :)

Although I don't remember any specifics at this late date, I remember
being frustrated when entries about some function foo would appear in
different indexes in the emacs and/or elisp manuals.

I could imagine it actually being useful to index function(args) rather
than just function, ie, if "args" is actually a helpful tip as to usage.

    if not, any chance such functionality could be added?

I'm afraid I don't think (yet, anyway) that this would be worth the
(decidedly nontrivial) complexity.  @ftable and @vtable are there as
simple shortcuts.  If they don't do the right thing, then inserting your
own index entries so you have full control seems like the way to go to
me, rather than trying to account for exceptions.
