Sure, that can be desirable.

I think it can be accomplished independently of changing the Texinfo
language and (even more problematically) the Info format.  In texi2html,
nearly everything can be controlled with enough effort.  In particular,
output filenames.  So it seems it should be possible to use the English
node names, one way or another.

What comes to my mind is to use the French names as normal, but then
have the English names as redirects.
