Then why is there a problem with macro expansions? Is it just
that texi2dvi only does invokes "makeinfo --macro-expand" (by
default) if texinfo.tex is too old to implement macros?
Is the solution to just encourage users to pass --expand to
texi2dvi if they use Texinfo macros, or to modify texi2dvi to
always expand macros?
