It looks at 
  ('eps', 'gif', 'jpg', 'jpeg', 'pdf', 'png', 'svg');
(and I guess I got that list from makeinfo in C?).

And indeed, the locations provided with -I are used.  The .txt is also used,
if found, using the same code that for Plaintext/Info, it is used in 
  <textobject><literallayout>
in addition to the images each appearing in an 
  <imageobject>

I think it is better to provide both if possible, for accessibility,
and also I think it is a good thing to provide with all the different
image files, besides classical HTML image files, to accomodate for 
different docbook2something processing.

There should not be any message if the .txt is not found, though, and
(based on the code reading, could be wrong), no error either if there is
no image found, in that case basename.jpg is used.
