Indeed, the whole Pod-Simple-Texinfo stuff lacks testing for
prerequisites. What is even more annoying is that pod2texi depends on
Pod::Simple::PullParser and pod2texi is used to build the perl API 
texinfo document in doc/tp_api.

I'll try to handle all that.
