This is also the case for the previous makeinfo version.  The
specification of HTML cross references was devised around 2003.
It is documented in the manual in the 'HTML Xref' node.  If you have
comments on that specification, you're welcome.

More recently there was some information stating that the constraints on
docbook id where the sme as the constraints on html id, so I used the
same specification.

This is for references to the manual you are generating from other 
html manuals.  There is a command-line option if you don't like that:

      --node-files            produce redirection files for nodes and 
                                anchors; default is set only if split.
