Yes ad no.  It corresponds to the strings that are translated when put
in the document, so it is not really a reminiscence, it is to stay as
is.  Even though many strings formerly come from texi2html.

I have slightly edited and commited the file, maybe some copyright
disclaiming or transferring is required, though.

Karl, I think you indeed need to put the texinfo_document file in
translationproject.

ALso, I have readded the text about the translated strings in the
manual you may want to have a look at it, after removing everything that
was about the perl api.
