I think that this page explains it:

I would do
cpan -i Data::Compare
or
cpanp -i Data::Compare
You may also need to change environment variables in your shell startup
file, such as PERL5LIB.

As you can see in http://www.cpan.org/modules/INSTALL.html there is
not really a standard procedure, although using cpan/cpanp is certainly
the most common case. (But you still need to configure cpan/cpanp).
