In the meantime, I succeeded in installing automake 1.13.1 and
autoconf 2.69 (not easily, but that's not Texinfo's fault), and found
a small problem with the patch I sent.  I submit a correct one below,
and it includes the manifest file (which must have DOS CR-LF EOL
format).
