Another buglet or oddity.

texi2any produces a clean top level index.html.

It looks like the texi2html output with our modified top node
and menu structure produces an index.html which quickly
redirects you to top with the message:

<p>The node you are looking for is at <a href="c_user.html#Top">Top</a>.</p>
