Thanks again for the quick advice.

I am seeing fewer and fewer differences.  I have some oddities
but will ask about them separately. I don't think they are
bugs on your side.

This is how makeinfo in C did it, so this is also the default texi2any
output.  You can modify that by setting

  -c MENU_ENTRY_COLON=

on the command line.

In the HTML from texi2html, there is no colon:

So the info looks right, the texi2any includes chapter names and a
stray colon. texi2html produces clean output without chapter names
on the sections.
It is the reverse, that is, texi2html uses section/chapter names for
menu entries, while texi2any/makeinfo in C uses node names.  You can
change that by using

   -c NODE_NAME_IN_MENU=0 -c USE_NODES=0
