FWIW, my views are:
- that stuff in the doc about "only recognizes newline" is left over
from many, many years ago (the original Elisp texinfo-format-buffer,
looks like to me). I'll remove or change it.
- I think both C and Perl makeinfo have always preserved the CRLF's or
LF's as they were in the input, and that seems fine to me. In any case,
I don't see that it's our job to canonicalize the input.
- It also seems to me that it's not our job to support any eol
convention on any system, e.g., CRLF files on Unix. If someone makes a
CRLF file, then it seems reasonable to me to ask them to use a CRLF
install-info. That is, I assume i-i on Windows does read CRLF files.
I've never tried it.
