FWIW, I see no difference between maintain.texi and standards.texi.
They are both about writing and maintaining GNU software.  By
contrast, users of Autoconf these days are likely to be end users
who are just forced to use Autoconf because they downloaded a package
that is a development snapshot and doesn't have the configure script
(happens a lot with Gnome packages, for example).
