Yes, that sounds like a sensible solution.

In addition to the man page and the internal help with the list of key
bindings, another place that will need changing is the output of info
--help (which I failed to mention in my bug report).

That would be a very good thing if they would add it. (Currently they
have h bound to so that it brings up the Info tutorial, so that is
already consistent with your proposed change.)

If this is done, would it be possible please to mention on the top
node of the Info documentation that the H key brings up the list of
keybindings near where it already says that h brings up the tutorial?

The reason for that request is that I've had a rather miserable and
unproductive time using Info over the past few years because when I
first used it I worked through the tutorial (where the content is
rather sparse) and for want of time I never got beyond the most basic
navigation. Had I seen the list of keybindings instead, where gems
like i and s and l are easily found, and which I was unaware of until
this week, I would have been up-to-speed in a minute or two. I feel
that other users might also benefit from the information.

Alternatively (or in addition) to H, I just discovered that there is
?. This is documented in the the Info tutorial (deeper in than I ever
got), it already works in stand alone Info (although I don't see it
listed in the list of keybindings), and it works in Emacs info-mode
(although I don't see it on the list of keybindings listed in the
info-mode documentation).
