I confirmed the inability to set the fill column. I cut down the file
and still have the same problem: see attachment. (Run "makeinfo -f 78
--no-split bug_report.texi"). Plaintext output was the same: "makeinfo
-f 78 --no-split --plaintext bug_report.texi".

What are you viewing the generated file with? There should be a marker
in the index that looks like "address@hidden@^H]", but the Info viewing
program should hide this.
