What about @tie{}? Should it follow the same rule, or be forced to
continue on the line?
Same rule. Tied or @w'd text should be pushed to the next line if it
doesn't fit on the current line, regardless of how short that makes the
current line.
For completeness: and if the tied/w'd text doesn't fit on the next line
either, then it should still be kept together, and that line be left as
overlong (and perhaps reported as such -- TeX does), rather than broken.
