Inside <table>, I think it would have to be a blank row
(<tr><td>&nbsp;</td></tr> or some such).  I'm not sure if it's desirable.

Texinfo has never been about precisely specifying the appearance of the
output.  (If you want that, use TeX.)  It's about logical input.

    Why is there always an extra line in the <dl> sequence?

Because browsers (stupidly IMHO) render the <dt> on a line by itself,
separate from the <dd>.

We could always put the @table's @item on the same line as the
description by using <table> instead of <dl>, but it's not clear to me
that is better.

I don't know of any decent way to replicate the TeX (and Info, I think)
output of @table in HTML, namely if the item name is short enough, put
it on a line by itself, if not, put it on its own line.
