"makeinfo --xml" is still outputting headers that say
<!DOCTYPE texinfo PUBLIC "-//GNU//DTD TexinfoML V5.0//EN"
"http://www.gnu.org/software/texinfo/dtd/5.0/texinfo.dtd";>
There are 5.1 and 5.2 DTD files at
http://www.gnu.org/software/texinfo/dtd/, but presumably they are not
being referenced by produced XML files.
