I stumbled over this bug when trying to build pdf from my docs
with new makeinfo.  I was using -E because previously this was the
only way to get macros working when building pdf or the like.  So,
basically, this is for pure historical reasons.  

I have already eliminated -E from most makefiles.  Nevertheless, 
since texi2dvi offers this option I believe that it should be fixed,
that's why I delved into it.
