It goes on to say, "If the info and install-info programs are properly 
installed at your site, the command

              info install-info

should give you access to the complete manual."  This is correct.  If 
you install texinfo-5.2 in the normal way, then the command "info 
install-info" opens texinfo.info at the node "Invoking install-info".

The man page doesn't say or imply that the documentation of install-info 
is a self-contained file in the texinfo source tarball.
