Certainly not.  (Nor texinfo.tex.)  Even before I started putting
texi2dvi on ftp.gnu.org, people often mixed and matched, just because
it worked, and they wanted the new stuff from texi2dvi.  Often the
people contributing the new stuff in the first place :).

    The problem occurs when somebody has an older Texinfo release
    installed, but for whatever reason they want a newer version of
    texi2dvi, and they additionally use the -E option.

I don't see the problem.  If someone needs the new behavior, they can
get the new program.  texi2dvi could/should fall back to sed if makeinfo
is not new enough to avoid any compatibility issue.  Or maybe it should
be two different options forever (then we should come up with a
different name).

We're talking about a tertiary (at best) case here -- an alternate
implementation of a rarely-used option to texi2dvi that has several
better alternatives anyway.
