    I will report to bug-gettext about the lack of updating a .gmo file
    when its parent .po file has changed in the current Makefile.in.in.

I can't prove it right now, but I suspect the problem was that Texinfo's
po/Makevars was not in sync with the current Makevars.template.  In
particular, PO_DEPENDS_ON_POT and DIST_DEPENDS_ON_UPDATE_PO were not set.
Just updated.
