new twjr strings are fragmented

Hi,

When I run 'xgettext --language=awk texindex/ti.twjr' I get
the following strings (among others) in the messages.po:

msgstr ""

#: texindex/ti.twjr:1259
msgid "This is free software: you are free to change and redistribute it."
msgstr ""

#: texindex/ti.twjr:1260
msgid "There is NO WARRANTY, to the extent permitted by law."
msgstr ""

I think the first two should be a single msgid, and the latter
three another single msgid.  The latter are the nearly standard
three-line free-software license blurb, so it would be good to
keep it together (although, since it are three separate sentences,
you can get away with having it three msgids; but it's not nice).
The first two really belong together and it would be much better
if it were a single msgid.
