I strongly suspect that if anyone was using the TP API, we would have
heard about it, and we haven't, as far as I can remember.  Also,
Patrice, did you ever actually release TP on CPAN?  I don't see it, and
don't remember that happening, either -- just your doing lots of work to
ensure that it was possible.  In which case, changing the API now would
not be such a big deal.

Beyond that, I wonder if it's desirable to have sentence spacing in
@sc{a. b} in the first place.  Text set in small caps is going to be
titles or something else special where anything but frenchspacing is
going to look weird.  It seems that texinfo.tex does insert sentence
spacing inside @sc, but I think that is the result of not thinking about
it rather than an explicit decision.

Would it eliminate the specialness (and the change) in the API if @sc
implied frenchspacing?  Or are there other cases to be handled anyway?
