Details:

When glibc generates online manuals, these manuals may contain cross
references to flex. The flex cross references don't work becuase the project
documentation is not on the gnu servers.

Patch tested on ferdora f21 with texinfo 5.2 and works to generate correct
glibc documentation.

Please apply the attached patch to trunk.
