Yes, and I see it as a clue about the direction that info was trying
to go in but failed. Leaving me in split minds about this. I count
that as 2+1/2 minds for the previous behaviour vs. 1/2 a mind for the
current. Any other opinions before we change it back?

"You are already at the first page of this node." is an error. (For
scroll-behaviour=Page Only.) A message like "You are at the first page
of this node." could be read as a mere informational message, but
there's nothing wrong with informing the user of their failure here.
"No 'Prev' or 'Up' for this node within this document." is also an
error. (For scroll-behaviour=Continuous.)

If that's what Emacs does for PageUp and PageDown (or Prior and Next)
for other modes than Info, it's unlikely they would change it. If
anybody thinks it would be a good thing for Emacs, feel free to bring
it up with the Emacs developers.
