Yes, there are - at least for Japanese I can give explanations (but
not for Chinese). The basic case is that between *kanji* one can
break, between *kanji* and *kana* one can break, but punctuation
and between *kana*s there are some special rules.

I don't know of any Perl module doing that, though.
