I had not tried that, and it seems that from the release it works fine

This does not work with the SVN version, here is what I get:

I think that now I can understand what has happened, I have generated
the Makefile with automake at a time when the gettext utility was not
yet installed on my machine, so I have this difference between the SVN
Makefile and the release Makefile:

I have tried again to make the full generation (autogen.sh +  configure
+ automake + cd tp + make), and it worked properly.

So, the problem can be reworded as follows: when gettext is not
installed, the tp/Makefile is generated with gettext tools silently
replaced by the `:' command, so it will silently fail to generate the
LocalData. There should be at least a warning.

Another issue is that, for MSW you need some wrapper, I had to make my
own on, but the project does not contain any.
