They just need to be copied in under doc/.
Anything else is not necessary.
May I commit them?
Two files (doc/texinfo-ja.tex and doc/txi-ja.tex)
or three files (two files and doc/short-sample-ja.tex) ?

Japanese texinfo.tex loader.
Some CJK packages are necessary to load before texinfo.tex.
* doc/txi-ja.tex: New File.
Japanese translations and font definitions for texinfo.tex.
* doc/short-sample-ja.tex: New File.
Short sample of Japanese Texinfo support files.
