Yes: upgrade both your Texinfo and your Emacs to newer versions.  You
happen to use the only known combination of these two packages that
has these problems.  The "jumps to bad places", for example, is due to
a subtle bug in Texinfo 5.2  that Emacs 24.4 is unable to cope with.

I have just tried your Texinfo fragment with the latest Texinfo and
Emacs, and saw no problems whatsoever.
