It isn't.

    I could not find it or any reference to it in the

The "source" tarball for TL does not include the runtime files (hundreds
of megabytes of stuff), only the compilable sources.

It is part of the tetex package.  Maybe try "tlmgr reinstall tetex".
I still have no idea how it could have missed at installation time.
The whole installation should have failed, since formats are ordinarily
built then. I can only wonder what else you are randomly missing ...

You can also get the file individually from
    http://tug.org/svn/texlive/trunk/Master/texmf-dist/scripts/texlive/
but it would be a welcome surprise if that was the only thing that's
