Gavin's gpg key is not on texinfo's keyring on Savannah

Hi,

The keyring from
https://savannah.gnu.org/project/memberlist-gpgkeys.php?group=texinfo
contains keys for most project members except for the one who
actually makes and signs the latest releases.  It would be nice
if it were included.

(Of course, I can also fetch the key from a keyserver, but I can't
remember the command for that because sillily it is called --recv.)
