Yes, it fails exactly as when run as part of the configure script.

Astonishingly, you are right! I guess I needed at some point in the
past to stop loading the extensions for some reason, and the setting
was left in my init files since then.
May I suggest that the diagnostics in this case clearly indicates that
TEXINFO_XS is set to "omit"?
Anyway, that's it, case closed. Thanks, and sorry for taking so much
of your time on what ended up being my private problem.
