This was fixed in SVN revision 7907 on 2017-07-05.
Because it is quite a bad bug, I have made a pretest release available
with it fixed (as well as a few other fixes):

Hopefully we will be able to release Texinfo 6.5 soon without any very
bad bugs in it. Please feel free to try the test release.
