Yes, this is a fundamental problem with the Info format. It is not
possible to detect from the Info file whether @pxref or @ref was used,
as *note is output for both. I believe that with 'hide-note-references',
*note is usually hidden, except for when it occurs within parentheses,
like "(*note Syntax Highlighting::)". If you want to make sure that
"see" appears in info with 'hide-note-references=On', you need to use
@ref instead:
