If I recall well, and if it was not changed, there is already code in
texi2any to have a reproducible @today, and maybe reproducible dates in
other places too. If I recall well it was the TEST customization
variable that triggered that, among other changes to have reproducible
texts. Maybe this could partly be replaced by SOURCE_DATE_EPOCH being
set in the tests?
