There are two parts to the answer.

(1) You run the texinfo-js script on a texi manual to produce "enhanced" 
web-pages.
This script is basically a wrapper around 'makeinfo --html'.
Alternatively, you can "do it by hand" as in the examples/hello-html
and examples/kawa-html rules in the Makefile.

(2) After running the script you have a set of html files you can install on
a webserver, or browse directly with a file: URL.
For example:
  firefox file:///path/to/examples/kawa-html/index.html

You can read this as you would regular web-pages, but with two major 
enhancements:

(a) You can navigate using the navigation sidebar.
(b) You can use keyboard shortcuts, which are an approximation of the
ones used by the standalone 'info' program. Rudimentary help is available
by typing a question-mark or clicking the faint question-mark in the upper 
right.

The goal is combining the benefits of the rich text and graphics of web pages,
with the zippiness and convenience of the info program.  You can navigate using
mouse or keyboard.  Another enhancement over regular texinfo web pages is that
re-visiting a page you've already viewed is very fast - it does not have to be 
reloaded.
