The issue comes from the new \urefallowbreak macro.

  \hskip 0pt plus 4 em\relax
  \hskip 0pt plus -4 em\relax

in particular the "\hskip ..." lines. If I remove these lines, the
problem disappears (and I cannot see stretch in between characters
of the URL).
