Horizontal scrolling on TOC

On that page, there is horizontal scrolling on the table of contents
pane which leads to annoying wobbling when trying to scroll it with
a touchpad.  The <header> element containing the title appears to be wider
that the <div class="toc"> element below it.  You may not have this issue
if your monitor is wider than mine.
