It is definitely not intentional.

I cannot reproduce the issue:

$ mkdir è
$ echo 'aaa' > è/toto.texi
$ makeinfo -I ./è simplest.texi 
$ makeinfo --html -I ./è simplest.texi

$ cat simplest.texi
\input texinfo @c -*-texinfo-*-

@setfilename simplest.info

@top top
@node Top

This is a very simple texi manual @  <>.

@include toto.texi

@bye
