The "info info" manual takes great care to make the "bootstrap"
process as smooth and painless as possible.  That is why the first
page you see after typing "info info" says this:

     If you are new to the Info reader and want to learn how to use it,
  type the command ‘h’ now.  It brings you to a programmed instruction
  sequence.

     To read about advanced Info commands, type ‘n’ twice.  This brings
  you to ‘Advanced Info Commands’, skipping over the “Getting Started”
  chapter.

     If you are using Emacs, type ‘?’ to see a summary of all available
  commands.  In the stand-alone Info reader, type ‘H’ instead.

If you follow this advice, you will (a) have Info take you on the
guided tour of using the reader, and (b) will know about the '?' and
'H' command to remind you the key bindings if you forget.

I think this provides ample info to have even a complete newbie off
the ground.

As for the man pages, the GNU project doesn't consider them to be a
useful tool, and provides them only as a secondary and non-essential
means of documentation.  If there are problems in the Info manual
itself, we'd prefer solving them there, without asking users to use
the man pages.
