I've had another go. @{ and @} should work inside @copying, and
@caption is not completely broken, unlike in my previous attempt.
I'm aware that @{ and @} are broken inside @caption, although
they were before, I expect. The difference is that the argument to
@caption is delimited by braces.
I am not sure if there is a need for treating the argument to @caption
similarly to a @macro definition, scanning it with \scantokens, so it's
possible a simpler definition might suffice.
