I know very little about LuaTeX so don't know how to generate a luatex-plain
format the way you state, so I have difficulty replicating this problem.
Could you send the output from
PDFTEX="luatex --fmt=luatex-plain" texi2pdf --verbose foo.texi
so that I might have a better idea what is going on?
I've thought for a while that is not a great error message when TeX doesn't
work.
Maybe we could revisit why the test for -recorder vs. \openout tracing
was added in the first place and rip it out if it is no longer necessary.
