I've finally fixed it in commit cbd794cbbd, texinfo.tex version
2022-10-15.20.  Now the right edge of the cartouche will be flush
with surrounding text rather than poking out.

There is something strange going on with the width of the circle
drawing glyphs, but I managed to line up the outside of the cartouche
with a bit of trial and error.
