Which version of Perl did you use in this build?  If that's the MSYS2
Perl, then AFAIU the resulting makeinfo cannot use the XS extension
modules compiled by MinGW GCC.  That's why I use a native Windows port
of Perl (which might be old).

Isn't that a test of interactive Info commands?  Those are skipped in
the native MinGW build, because AFAIR the test harness depends on
functionality not available on native Windows.
