Yes, so putting this functionality inside the info program would require
it to open and process every single Info file on its path, which could
be slow.

Just in case .. I'm not suggesting to abandon using the index dir file and to rescan all info pages on info program start but to provide extra info executable functionality to regenerate only dir files.
