For @set and @clear, it is in the manual, in the @code{@@set @@value}

However, unlike most other commands which take the rest of
the line as a value, ‘@set’ need not appear at the beginning of a line.
For @verbatiminclude I belive that it is because it is not said in the
manual that it should be at the beginning of a line. Could be the same
reason for @vskip, though I am not sure.
I think that the manual should be updated for @verbatiminclude if it can
indeed only happen at the beginning of a line.
For @sp this is incorrect as it is said in the manual that it should be
at the beginning of a line.
